The Horticultural Crops Directorate (HCD) licence, the KEPHIS exporter registration, the KRA PIN and eTIMS tax invoicing must all sit with one legal entity. That entity is not yet settled (open decision D18). For an order, the exporter of record is [EXPORTING ENTITY], holding HCD licence [HCD EXPORT LICENCE NUMBER] and KEPHIS registration [KEPHIS REGISTRATION NUMBER]. The commercial invoice and the eTIMS tax invoice are issued by that entity and named on your proforma. We do not invent the entity here.
What the marketplace is, and is not
The-Hub is the trading platform and the coordination layer for a consignment: it publishes the checklist, holds the certificates in the compliance vault, and gates a consignment on the documents it requires. The marketplace is not itself the exporter of record unless and until an entity is designated and named on the documents. Where a platform business buys and resells, the platform entity is the seller of record for that sale (as settled for the UAE storefront elsewhere); on this Kenyan storefront that remains open (D4, D18).

Certificate of origin for this market
Certificate of Origin (ordinary / non-preferential), issued by Kenya National Chamber of Commerce and Industry (per consignment). Where a market is not covered by a preferential arrangement listed on the portal, the ordinary certificate of origin from KNCCI attests to Kenyan origin. Buyer or destination requirements may add attestation, legalisation or a chamber stamp that is not part of the Kenyan procedure.

When a consignment is held
A consignment cannot be certified or depart unless all of the following hold: the exporter holds a current HCD export licence and KEPHIS exporter registration; the consignment carries a phytosanitary certificate; every line is export grade, not on quality hold, and has a residue test where the buyer specification requires one. Where goods are being published into the UAE, the product registration must also be approved. A lapsed gating document blocks the dependent action, and the compliance vault shows what is expiring.
